The formula behind every skill gain
gain = rate x hours, divided by (1 + 0.6 x your level), times your bonuses
Three things follow. Higher levels are slower, because the divisor grows. Rate matters more than anything else you can choose in the moment. And the slowdown depends on your level, not on repeating one action, so switching actions will not reset it. The highest-rate action you can reach is the best one at every level.
